Orchestration has handed the line to the warehouse and is now waiting for shipping to finish. The ball is NOT with Order Management, it's on the warehouse floor: pick, stage, ship confirm.

Root cause

Next event it waits for: ship confirm (interfaced back).

How to fix it
  1. Find the line's shipment and its real-world stage (picked? staged? confirmed?)
  2. Confirmed but status frozen → interface problem: the Stuck-in-Shipping mode of this room
  3. Not picked → supply problem: onhand, reservations, pick wave
