The role, not what the user actually does, is what gets counted.

Which Oracle Fusion roles carry the most subscription impact?

In Oracle's list, Application Implementation Consultant reaches the most subscriptions, 29 of them, through 97 triggering privileges across ERP, SCM, HCM, CX and Suite Professional. Employee and Contingent Worker follow with 23 each. All three are assigned widely, which is exactly why they matter.

How do I stop a role from counting against a subscription?

Oracle's recommendation is to copy the predefined role, remove the privileges the user does not need, and assign the copy. This tool lists the specific privileges that trigger the count for each role, so you know exactly which ones to remove from the copy.

Does a custom role or an integration account count?

A custom role carries the impact of every privilege inside it, so a copy that kept the triggering privileges still counts. Integration and connector accounts hold roles too, and any account holding a role is treated as a user of the areas that role reaches. Service roles such as Procurement REST Service appear on Oracle's list.
