How to fix it
  1. Open Manage Standard Costs and search the item
  2. A cost that is saved in a scenario but NOT published doesn't count, check the Cost Scenario status says PUBLISHED
  3. Check the effective date: the published cost must cover the transaction's cost date (a cost published from tomorrow doesn't help yesterday's receipt)
  4. Publish (or republish with the right date), then rerun the processor
