Can’t create a purchase order: the Procurement BU list is empty

Someone with the Buyer role opens Create Order and the Procurement BU field has nothing to choose. The role alone is not enough: Fusion also needs the person set up as a procurement agent for that business unit.

Root cause

Procurement access is granted per business unit. Oracle describes procurement agents as users with roles such as buyer who are defined as agents, and enabled for one or more procurement actions in each procurement BU. A user with the Buyer role but no procurement agent record for the BU has no BU to pick.

How to fix it
  1. In Setup and Maintenance, open Manage Procurement Agents and search for the person.
  2. If they are missing, add them for the procurement BU they buy for.
  3. Enable the actions they need in that BU, for example managing purchase orders, and the access level to other buyers’ documents.
  4. Repeat for every procurement BU they should buy for. Access in one BU gives nothing in another.
  5. If they can now create orders but still cannot find existing ones in Manage Orders, check their document access level on the same record.
